      <description>&lt;p&gt;The bankruptcy bill was &lt;span class="caps"&gt;TOTALLY&lt;/span&gt; lender-written legislation.   The same people who sent credit card applications to children and dogs were crying about people who couldn&amp;#8217;t pay the bills.  They created the mess and then asked Congress to clean it up.  The sub-prime situation is &amp;#8220;deja vu all over again.&lt;/p&gt;</description>
